The Federal Government has signed a treaty with Vietnam to strengthen legal cooperation on criminal matters and boost anti-crime efforts in the region.
This month the Australian Government signed an Extradition Treaty and a Memorandum of Understanding (MOU) with Vietnam during an official visit to Australia by Vietnam’s Deputy Prime Minister Nguyen Xuan Phuc. The Treaty and MOU were both identified as priorities for enhancing law and justice cooperation between the two countries after they both agreed in 2010 to implement the 2009 Australia-Vietnam Comprehensive Partnership.
While bilateral ties between Australia and Vietnam have developed significantly since they were established in 1973, the signing of the Partnership Agreement constituted a significant milestone.
The Extradition Treaty will now be submitted to the Joint Standing Committee on Treaties for consideration in accordance with the Australian Government’s treaty implementation arrangement.
According to Attorney-General Nicola Roxon, the MOU provides a formal framework to boost legal cooperation in criminal matters between the Australian Attorney-General’s Department and the Vietnamese Ministry of Justice. Areas that will be targeted include legal reform, criminal law, transnational crime, international agreements and international legal cooperation.

Vietnam is the dictatorial regime, anything in country, including the legal system driven by communist party. They have the court, lawyer and anything as the same with the democratic states, but inside have been managed by party. It is the cheat legal system.
Actually after winning the war on April 30, 1975, Vietnam communist took over the south Vietnam, previously, they killed thousand of ARVN, public servant for revenge and after imprisoned a half million, including discharge and retiree. The numerous prisoners killed in reeducation camp estimated 50,000. Vietcong regime also released the criminals, they approved the" honest status".
The other mistake of UNHCR and the western states, including Australia about refugee: the early years of refugee's stage, the most ARVN, public servant were imprisoned, so the boat people should be the elements: Vietcong espionage agent, criminals, and asylum seeker....so who came back to where they escaped to find freedom while the ruthless regime is still being there, they are not real refugee.
These problem has become the chronicle status in Vietnamese community in Australia. The refugee turned asylum seeker have come back to Vietnam frequently, they brought more people by using the migration law ( some fake), drug traffic, raising the crimes as a document film" One a upon time in Cabramatta". The radical problem hid long time in the Vietnamese community overseas, it has been occurring in US, Europe...
Before approval the refugee's status in the camp, everyone had to write a form's title:" reason leaving Vietnam", they confirmed:" never return Vietnam while Vietcong is till in government".
So the Vietnam communist government could sign any agreement to any nation, according the money, they do love money. Dealing with the dictatorial government has to pay the caution, they are not the same as we are.
I lived in Vietnam, former POW, I have no surprise about Vietcong.
Hoa Minh Truong.
( author of the dark journey & good evening Vietnam)
