The Irish Echo, an Australian newspaper for the Irish community, has compiled the list to celebrate its 20^th anniversary and showcase the contribution Irish migrants and their descendents have made to Australia since the arrival of the First Fleet.

Costigan was a Queen's Counsel and is most famous for chairing the Costigan Commission, which investigated organised crime and tax evasion in the early 1980s.

He also chaired the anti-corruption agency Transparency International in Australia.

He passed away in Melbourne in April at the age of 78.
