Hall & Wilcox has appointed Zeng He as a partner in Canberra to further bolster its public law and information law capability.

He joins from Moray & Agnew, where he was a special counsel. He brings extensive experience in the Commonwealth public service and private practice. He has advised the government on a wide range of administrative law, litigation and privacy matters, including regulatory compliance, decision-making processes and privacy frameworks for digital technologies.

“I’m excited to join Hall & Wilcox and lead the new dedicated Commonwealth FOI and privacy law practice, complementing the firm’s strong administrative law expertise, including in merits and judicial review litigation,” he said.

“I look forward to helping our government clients navigate their legal and regulatory challenges with pragmatic and proactive solutions.”

Commenting on the appointment, chief executive partner Graydon Dowd said the new addition would help the firm expand its services to government clients.

“Zeng’s appointment is a significant step in our commitment to growing our public sector expertise and creating value for our government clients. As a member of the Whole of Australian Government (WoAG) Legal Services Panel, we’re focused on building a team that understands the complex needs of government,” he said.

“Zeng’s leadership, particularly in FOI and privacy law, which is as critical as ever, will strengthen our ability to meet these needs effectively.”
