NCAT names new deputy president
A lawyer who started as a high school teacher before rising through the ranks of the legal profession has been promoted to deputy president and division head at the NSW Civil and Administrative Tribunal.

Theresa Simon, a highly experienced solicitor and NSW Civil and Administrative Tribunal (NCAT) member, was appointed deputy president and division head of the consumer and commercial division (CCD).
In addition to the last decade spent as an NCAT member, Simon has 20 years of legal experience in the areas of residential tenancy, consumer, home building and strata disputes.
NSW Attorney-General Michael Daley said Simon’s experience “brings strong leadership” to the consumer and commercial division.
“The CCD is one of NCAT’s busiest functions, and Simon’s dedication to fairness and expertise in dispute resolution will continue to be invaluable to the division and everyone who interacts with it,” he said.
Daley also thanked outgoing deputy president Mark Harrowell for his “outstanding service” in the role over the last five years.
In her previous NCAT role as principal member, Simon oversaw complex, significant and high-profile legal cases.
Simon was also involved in the Council of Australasian Tribunals and chaired the organising committee for the 2023 national conference.
Prior to her legal career, Simon was a high school teacher in Western Sydney and later lectured at a university after completing a law degree.
In 2011, Simon worked with Legal Aid NSW as a registered family dispute resolution practitioner before moving into NCAT in 2014.
Also as a full-time member of the NSW Consumer, Trader and Tenancy Tribunal, Simon practised in Western Sydney for 10 years and was responsible for establishing the NSW Home Building Advocacy Service to assist with home building disputes.
Simon will commence in the new role from 9 September.
