Russell Kennedy principal Michael Gorton headed the expert panel making recommendations on laws governing the healthcare complaints system.

The report’s recommendations were recently released by Victorian Health Minister Jill Hennessy, who noted the system was in urgent need of reform.

"The government is committed to ensuring that users of health services are protected from unscrupulous and unconscionable conduct, and I am considering the best way of achieving this outcome as a priority," she said.

The expert panel recommended a number of changes which would make the system more accessible, improve the quality of health care and protect the public from unregistered practitioners.

Mr Gorton, a commercial lawyer with an expertise in the health sector, also acts at the chair of the Australian Health Practitioner Regulation Agency (AHPRA) and is president of the International Alliance of Law Firms.
